The measure

A set of changes designed to give the next generation a chance to thrive. National Insurance abolished, £25k personal allowance for Income Tax and a Housing Revolution to get them on the ladder.

Joel, the nurse in Chapter 6 of the book, moves back to Warrington from London. He is £650 a month better off. Rents are lower. The commute is manageable. He can afford to think about buying. He wants to be part of it.

These changes correct a structural skew that has been accumulating for thirty years, one that systematically advantages those who own assets over those who earn wages. Correcting it makes the most difference to young workers.
